Water

The City of Washington’s Water Department provides water service to the residents of the City of Washington.

Washington’s water system consists of nine (9) deep wells controlled by a state-of-the-art supervisory control and data acquisition system with the capability of producing 6.0 million gallons of water per day.  This water supply is complimented with, one (1) booster pump station, three (3) elevated storage tanks maintaining 2.5 million gallows of stored water, and over 103 miles of cast iron, ductile iron, and PVC distribution lines.

The City’s Water Department operates and maintains the water supply, including the nine (9) deep wells, booster station, transmission lines, distribution systems, along with 24/7 emergency response and repair, meter reading, water sampling and testing, line locations as well as performing predictive and preventive maintenance.  The City has duly licensed, State-Certified operators who are responsible for system operations and maintenance.

The system serves nearly 7000 customers.

Missouri Primacy Fee

The State of Missouri requires community water systems to collect an annual Primacy Fee from each of its customers.

The City of Washington is required to collect the following amounts on an annual basis from each customer.  The amount collected is based on the size of the customer’s water meter.

Occupant/Owner Joint Responsibility

Water and sewer service shall be deemed to be furnished to both the occupant and owner of all establishments receiving water and/or sewer services, and the occupant and owner of such establishments shall be severally and jointly liable to the City for payments of the charges on or to the premises upon which such establishments are located.

Out-Of-Town

Any and all water and water-related services provided for residential, commercial, or industrial establishments located outside the corporate boundaries of the City of Washington, Missouri shall be charged one hundred fifty percent (150%) of the rates for all water and water-related services provided to all establishments residing within the City limits of Washington, Missouri.

As a payment in lieu of taxes, a residential, commercial, or industrial establishment located outside the corporate boundaries of the City of Washington, Missouri, and using the City water system shall pay a fee defined as the product of Franklin County’s Assessed Valuation on the property in the applicable year multiplied by the tax rate for the City of Washington. A monthly amount owed shall be arrived at by dividing said product by twelve (12.)

Rates

Occupants of a premise connected to the City water system, as defined in Section 700.010(1) of the City Codes, shall pay for water drawn from the water system of the City, on a monthly basis, according to readings of the meters in each particular case as follows:

Water Rate Change

On August 17, 2020 the City Council voted to approve a water rate increase.

Why the change?
•The City of Washington has maintained the same rate since 2011
•Current and future budget projections indicate a rate increase is necessary
•This increase will allow for needed improvements such as:  waterline replacement, water tower maintenance, fire hydrant maintenance among other improvements

What is the new rate?
A Service Charge to all active meters – $7 per month
Usage Rate:
•First 16,667 gallons $2.69 per 1,000 gallon
•Usage over 16,667 gallons $1.84 per 1,000 gallon

Water Deposit

A deposit in the amount of $100 is required.

Whenever any consumer becomes delinquent in the payment of his/her water and wastewater bill for a period of more than one (1) month from the date when the same becomes due and payable, in addition to such other rights that the Board of Public Works has according to its rules and regulations, the consumer shall pay a cash deposit.

The deposit shall be a guarantee to the City the prompt payment of all Water/Wastewater Department bills, and if the deposit is reduced thereafter by reason of such guarantee, such consumer shall pay an additional amount sufficient to replace such reduction.

On request of the consumer, deposits shall be credited to the consumer’s account following twenty-four (24) consecutive months of timely payments. In the event twenty-four (24) months of timely payments are not made, the deposit will be held and applied to the consumer’s final bill and the balance, if any, shall be refunded to the consumer. No interest shall be paid upon deposits.
